||Urbanization is an inevitable trend in the development and progress of human society, urban development has become a theme of global development, developed countries has entered a steady period of urbanization development, the progress of China urbanization is accelerating. The urbanization of China has entered a fast developing stage since the reform and open to outside world, the urbanization rate increased from 17.92%to 45.7%during the year of 1978-2008. Land is the material carrier of urban development, along with the ever-accelerating process of urbanization, various kinds of urban land use problems have gradually emerged, for example, the contradiction between people and land becomes more and more serious, cultivated land quickly shrank, city inner land use structure is unreasonable, the urban scale grows at an extraordinary rate, urban land ecological system continue to deteriorate, and so on, all of these bring about a great threat to China city development, socio-economic development, and cultivated land preservation. In this context,in order to establish a scientific mechanism for land use ,we must reconsider the land use pattern in the past and break the traditional thought. Insist on urban land reasonable use, it not only can solve the current shortage situation at the aspect of land use, but also promote economy and society to achieve sustainable development, and be beneficial to the construction of resource-saving society. Therefore, the correlational research on the urban land reasonable use become very important, it is an effective method to solve the urban disease which is caused by rapid urbanization.First of all, the paper analyses urban land reasonable use connotation which based on the concept of land reasonable use and combined with the basic characteristics of urban land use, meanwhile ,this paper summarizes the theoretical foundation of urban land reasonable use, including man land relationship theory, land rent theory, law of diminishing land returns, smart growth theory, ecological economics theory.Secondly, in order to study macroscopic and microscopic evaluation system of urban land reasonable use, the paper takes the connotation of urban land reasonable use as fundamental starting point, based on this macroscopic evaluation index system mainly includes four aspects, they are the rationalization of man land resource relationship, the reasonability of city inner land use, the intensification and high efficiency of urban land use, the ecological protective of urban land use; at the same time, according to the characteristic of all kinds of urban land use types, the paper divides the urban land homogeneous functional area, finally, this paper establishes the microscopic evaluation system according to the land use characteristic of each functional area .At last, this paper takes QinHuangdao built-up area as an example, evaluating the reasonability of urban land use at macroscopic level, and obtaining the conclusion that urban land use in general are basically reasonable in QinHuangdao city , according to evaluation result we also put forward some advice on the future land utilization. In addition, due to time constraint, the paper just takes Haigang district in QinHuangdao city as an example to evaluate the reasonability of urban land use at microscopic level, based on actual situation of urban land use, the paper divides Haigang district into a number of residential areas, commercial areas, industrial areas, in order to evaluate the reasonability of urban residential land, commercial land, industrial land ,the paper select some representative units individully from one type functional area , for purpose of providing some scientific guidance for the future urban land use structure and layout, and some advice on optimal allocation of urban land resources in the future.
