摘要: 党的十六届五中全会明确提出了建设社会主义新农村的重大历史任务.村干部是村级公共事务的管理主体,是党在农村各项方针政策的最基层实践者,在社会主义新农村建设中起衔接、组织和引领作用.村干部素质的高低直接关系到其工作的优劣,关系到新农村建设的成效.本文从公共管理伦理这一研究视角,结合河北省9个市718位农户的问卷调查结果,从善政、能政、勤政和廉政四个标准对村干部素质进行伦理评价分析.分析结果表明:当前村干部存在公仆意识匮乏,服务宗旨不明确;管理理念落后,管理水平低;工作自由散漫,业绩不突出;村务情况不透明,贪污腐败滋生等问题.导致村干部素质低下的影响因素主要包括三个方面:首先,从思想观念的影响来看,传统农耕文化的长期积淀、计划经济思维方式的惯性作用以及基层民主法制意识的薄弱严重制约着村干部认知能力的提高;第二,从村干部自身的伦理冲突来看,角色冲突、权力冲突以及利益冲突使村干部面临无法摆脱的伦理困境;第三,从村级管理机制来看,选拔机制不完善、激励机制不合理以及监督机制不健全阻碍了村干部素质的提高.加强村干部素质建设,在伦理建构上,应以德为基,以能为本,以勤为先,以廉为荣.从实现途径上,村干部自身应修身立德,加强自我道德修养;转变思想观念,积极带领村民发家致富;确立服务意识,事事多为农民考虑;实行道德约束,强化自我监督意识.政府应健全选拔和培训机制,完善监督约束机制,建立激励机制,规范考核机制.通过村干部的内在伦理自觉和政府的外在机制驱动的共同作用,使村干部素质得到有效提升,真正成为建设社会主义新农村的强大生力军和先锋模范者.
英文摘要: Party Plenum clearly put forward the building of new socialist rural areas a major historic task. Village cadres, who are the main members in public management affairs and the primary policies practitioners in the rural, play the organizational and leading role in Construction of new socialist countryside. The quality of village cadres directly related to the level their work and the quality of new rural construction.This article is from the perspective of public management ethics. With the survey results of Hebei Province, nine prefectures (cities) 718 household from four standards of good governance, political, diligent and independent. The results show that the current village cadres lacking the sense of servicing public, indefinite service purpose, low management level; slack work, improvident performance, opaque village circumstances and obvious corruption and so on. The reasons leading to low quality of village cadres include three aspects: First, from the view of the impact of ideas, long-term accumulation of traditional rural culture, the thinking of planned economy and the weak sense of grass-roots democracy and legal system is seriously restricting the recognition of village cadres knowledge capabilities; Second, from the view of the ethical conflict of the village leaders, role conflict, power struggle and interest conflicts make the village leaders faced the ethical dilemma which can not escape; Third, from the view of village-level management mechanism, the imperfect selection mechanism and unreasonable monitoring mechanism obstruct improving the quality of village cadres.Enhance the quality of construction of village cadres, from the ethics building, morality should be based, to be oriented to ground as the first, honest pride. From approach, first, the village cadres should cultivate their own morality and enhance self-morality; second, they should dare to try innovation and actively lead the villagers to get rich; then, they should establish service sense and consider the things about farmers; last, they carry out moral constraints and strengthen self-regulation awareness. Government should from improving the selection and training mechanisms and improve supervision and restriction mechanism, establish an incentive mechanism to standardize the assessment mechanism. Through ethical consciousness within the village cadres and the government external mechanisms, effectively improve the quality of village cadres, and make them to truly be powerful force and vanguard in building socialist new countryside.
