摘要: 新形势下,大学作为我国多元化新型农业推广体系的主体,积极参与国家农业科技创新体系建设理应责无旁贷.但大学有组织的农业推广却长期游离于公益性农业推广体系之外,推广主体地位难以彰显,其资源优势和潜能难以充分发挥出来.因此,将农户作为大学主导型农业推广服务的受体,教师作为大学主导型农业推广服务的供体,通过调查分析农户对推广服务的满意度及教师参与推广服务的积极性,最终探究影响大学主导型农业推广服务的相关因素,对确立多元化新型农业推广体系中大学的主体地位,完善新型农业推广体系多元主体的协同机制具有一定的理论价值和决策参考意义.本文运用农业推广框架理论、激励理论、沟通理论,以河北农业大学为实证对象,在教学、科研、推广服务"三结合"基地选取246个农户,并对多年从事基层推广服务和未参与过推广服务的160名教师进行了调查,从农户和教师的两个角度深入探讨影响大学主导型农业推广服务的主要因素.其中,对农户、教师等相关资料采用定性分析方法进行归纳整理与统计描述;并采用定量分析方法对大学主导型农业推广服务的农户满意度、教师参与意愿进行分析,分别从农户和教师个性特征以及他们所处的外部环境因素中,找出影响大学主导型农业推广服务的主要因素,为有针对性地改善这些因素及其环境提供参考依据.主要结论如下:1、农户是否会率先采用新技术、被调查农户所属地、推广中是否存在问题、一年中与老师接触次数和村里是否有协会是影响农户对大学主导型农业推广服务满意度的重要因素,因此,要建立健全大学主导型农业推广体系,重视学校教学、科研、生产"三结合"基地的建设.2、学校激励机制是否完善、教学和科研以及项目实施是否需要是影响教师是否愿意参与农业推广服务的重要影响因素.因此,大学主导型农业推广的持续运行,不仅需要国家和相关部门的积极配合,还需要学校完善自身的建设,着重加强推广人才机制和激励机制的建设.3、针对所筛选的关键因素,提出了在多元化新型农业推广体系中确立大学的主体地位,国家需颁布的法律制度、地方政府需出台的配套措施,大学需构建的农业推广人才培养机制、激励机制,以及大学与农民专业合作组织、种养大户间的利益共享机制等对策建议.
英文摘要: Under the new situation, colleges and universities should participate in the national agricultural technology innovation system actively and be duty-bound as the main body of the new diversified agricultural extension system in China. But in our current agricultural extension system, the University organized agricultural extension alienates from the government agricultural extension system in the long term, and its advantages and potential is not fully realized in a large extent. Therefore, farmers as the main receptor of the university-leading agricultural extension services, and teachers as the donor of the university-leading agricultural extension services, farmers'satisfaction to the extension services and teachers'enthusiasm to participate in extension services are analyzed by investigation, ultimately to explore the relevant factors of university-leading agricultural extension services, which has a certain theoretical and policy reference value for the establishing the dominant position of University in the new diversified agricultural extension system and improving the coordination mechanism of multiple body of the new diversified agricultural extension system.This study selects the Agricultural University of Hebei as the empirical research object, uses the frame theory and motivation theory of the Agricultural Extension and uses effective communication theory of Organizational Behavior, investigates 246 households in the three combinations base(teaching, research and extension services)and 160 teachers who participate in grassroots extension services for many years and are not involved in the extension services, and from the perspective of farmers and teachers to analyze the main factors of university-leading agricultural extension service. In the study, the qualitative methods are used to conclude and statistical description for farmers, teachers and other relevant information; the quantitative methods are used to analyze farmers'satisfaction to university-leading agricultural extension and teachers'will to participate in university-leading agricultural extension and their factors, and from the factors of the personality characteristics of farmers and teachers, and the external environment factors to find out the main factors, then targeted to improve these factors, and to provide evidence for the improvement of these factors and the environment. The main conclusions are as follows:1、Farmers will take the lead in adopting new technologies, where the farmers belong to, any problems of the extension service, the number of contacts with teachers in one year and there is association in the village, which affect farmers'satisfaction to the University -Leading Agricultural Extension Service. Therefore, university-leading agricultural extension system should be established, and "three combinations" base of teaching, research, and production should be attented.2、The inspirit system of school is perfect, the need of teaching and research, and the need of the implementation of the project, which are important factors for teachers to participate in agricultural extension services. Therefore, the University-leading agricultural extension needs the active cooperation of national and relevant departments, also needs to improve the building of human resources and incentive mechanisms.3、Based on the key factors are screened, the specific countermeasures are presented, such as the dominant position of the University in the new diversified agricultural extension system to be enacted, the State should create a favorable legal and policy environment, local government departments should support and cooperate fully, the school should build the mechanisms of personnel training and incentives, as well as the benefit-sharing mechanisms between universities and experts and farmer cooperative organization and farmers who have a lage size in planting and breed aquatics.
