||改革开放以来,我国一些大城市正像许多发展中国家的城市一样,由于工业、就业岗位、服务设施向城市集聚,对周边地区资源的吸引有增无减,大城市边缘区成为城市发展、扩散和蔓延的主要地区.大城市边缘区是位于城市建成区与乡村地域之间受城市辐射深刻影响的过渡地区.这一地带兼有城市生态经济系统和农村生态经济系统的协同组合优势,具有较大的开发潜力.由于城市边缘区具有动态性和不确定性的特点,城市规划对其的限定与城市中心区相比显得薄弱的多.很多城市的边缘区以一种自发的形式任意发展,出现许多亟待解决的问题. 论文首先回顾了目前大城市边缘区已有的研究成果.对已有的理论和流派研究重点做了简单的阐述.本研究对"城乡结合部"、"城乡交错带"、"城市过渡带"、"边缘带"、"城市边缘空间"、"郊区"、"城市边缘区"等概念进行了词源上的梳理和辨析,提出了本次研究的核心概念"城市边缘区". 从分析各组成要素自身的特征为出发点,研究它们在城市边缘区中的构成与作用.工业区及经济技术开发区、住宅新区、科研文教区、交通用地及物流、仓储区、市政公用设施与基础设施用地是边缘区发展的主要组成要素.研究了其在城市体系中所承担的功能,综合分析得出大城市边缘区是城市化的前缘带、农业现代化的先导区、"城市问题"的有效解决空间、城乡关系的协调区、生态环境的调节区. 通过驱动机制、传导机制、促进机制、保障机制、实现机制分析总结出效益驱动是大城市边缘区形成演变的核心能动力; 动力机制、传导机制和实现机制是决定大城市边缘区形成演变的深层、中层和表层机制,构成内循环.保障机制和促进机制是影响大城市边缘区形成演变的重要因素,分别构成两个外循环. 坚持以人为本的科学发展观,寻求有效途径和针对性策略,缩短无序期,实现大城市边缘区有序协调发展.科学合理的发展战略与规划、准确的功能与产业定位,是保障大城市边缘区有序协调发展的长远性和全局性措施.打破城乡二元制度,创新土地制度、户籍制度和社会保障制度,加强政策支持和法规建设,城市边缘区基础设施建设制度;坚持城市自然环境相互融合的区域整体观念;实现农村居民向城市居民的转变,建立一体化的管理体制;建立适应城市边缘区的交通体系;加快社会保障制度的创新可从根源上消除或削弱大城市边缘区有序协调发展的外部威胁,确保大城市边缘区有序协调发展. 通过分析济南边缘区现状,提出的科学的制定济南规划,明确边缘区定位;加强土地制度管理;加快城市组团及城郊之间的交通设施完善,构建立体交通框架;坚持济南城市自然环境相互融合的区域整体观念.??
||Since the reform and opening up, some big cities in China, just as in many developing countries, due to urban convergence of industry, jobs, services, facilities, growingly attract resources on the surrounding area, the fringe areas become the main areas of urban development, diffusion and spread. Metropolitan fringe areas are transitive areas located between urban areas and rural regions and profoundly impacted by the city. These areas have cooperative advantages of urban ecological economic system and rural ecological economic system, and possess great development potential. Due to dynamic and uncertain characteristics of the urban fringe, its limits in urban planning are much weaker than that of urban centers. Many cities' urban fringe areas have being developing in unmeditated mode, so there emerged many problems to be solved. This paper first reviews the existing research results of current urban fringe areas, and makes a simple exposition on research focus of the existing theories and schools. this study comb and discriminate the concepts of "Urban and Rural junction area", "Urban and Rural interlacing area", "Urban transitive area", "Urban fringe region", "Urban fringe space", "Suburban," "Urban fringe area" and so on from the etymology, and proposed the core concept of this study, "Urban fringe area". From the analysis of the characteristics of the constituent elements, study their constitution and function in the urban fringe. Industrial Zone, Economic and Technical Development Zone, residence district, scientific cultural and educational area, transportation site and logistics, warehouse district, municipal utilities and infrastructure site are the main constituent elements of fringe development. Adhere to people-centered scientific development concept, seek effective ways and targeted strategy, and reduce disorder period, to achieve orderly and coordinated development of urban fringe areas. Scientific and rational development strategy and planning, and accurate function and industry position-sitting, is the long-term and overall measures to protect the orderly and coordinated development of urban fringes. To break the urban-rural dual system, innovative land system, the household registration system and social security system, strengthen policy support and legal construction, infrastructure construction in urban fringe system; adhere to the regional overall concept of merging city and natural environment; changes the rural residents to urban residents, establish an integrated management system; establish the traffic system adapting urban fringe areas; speed up innovation of the social security system can eliminate or reduce external threats of urban fringe and orderly and coordinative development from the roots, ensure orderly and coordinative development of urban fringe areas. By analyzing the current status of fringe area of Jinan, propose to make scientific development planning of Jinan, clarify the position-sitting of urban fringe; strengthen land management system; speed up improvement of transport facilities between the city and suburban, build three-dimensional transport framework; adhere to the regional overall concept of merging city and natural environment of Jinan.??
